I want to know if it possible to use skin tones palette colors on Outfits?

That's easy. If you change the material name to SKIN it will use the skin palette. It has to be capitalized. It also works that way with HAIR to use the hair palette.
Edit: Forgot to mention, don't name it just SKIN. Name it like "SKIN_bust" Can be anything but there has to be an underscore after SKIN. Don't forget to also make it caps in the EMM.
