It depends which animation attack you have. Anyway, even if you increase the speed slots it doesn't change anything. The only thing you can do is to set a higher stat to melee attack so it can buff last longer. I recommend to set high value to normal attack to 00 00 A0 3F. A higher value than this I gave you, it will make the game very OP. If this doesn't sound good for you or not enoughth, look at Beerus z-soul:
'Can you keep up?' I'm sure that may is the answer you are looking for. This z-soul says when the ki is at max the movement speed is increased. Take a look at this z-soul.
