So recently xbox has added file explorer which acts like windows 10 file explorer. It also has a folder called appmods so do u reckon ppl will be able to play xenoverse mods offline on the xbox one ?

Unlikely, Xenoverse 2 requires either extraction and repacking of files or .dll files to extend functionality of the "nuts and bolts" of the game.
However XV2 aside it's possible that down the line games are built to support user generated content.

Aye I think games with strong modding communities and willing developers will allow user generated content. So far we have Skyrim and Fallout.
