Damn, it was the save. I was still going through my first play of the game, and figured it would be easier to use an already 100% complete save for making these extra characters. That was my mistake. Maybe the save was from an older update at the time, or perhaps had mods involved. I'll try to figure out either cheating or finding a new save that I can make these extra characters with.
Even the extra citizens I made with this crashed the game, didn't realize just how bad this could be, heh.
