It's a rigging problem. You have to go in weight mode in blender, and use "clean" option. You have to change "active group" to "all groups" and change the value to 0.10 or 0.20

Actually, thanks from me aswell, I had no idea. I'd always fix this with 3ds max, which can be a pain as you have to locate the exact vertex that's acting up.
