Whenever I try to do a parallel quest or battle, the character selection screen is "blank", meaning none of them actually appear. The only thing I can do is change the music settings, and to exit, I need to either alt+tab out, or to force quit on steam. Anybody know how to fix this?

I think reinstall is a solid option. You can backup your save file beforehand and once the reinstall is done, put it back to where you found it. Firstly though look whether the characters load up after you reinstall. If they do, put in your save file and check again. If they are gone, go to Save Editor (can be downloaded from xenomods), open your backup save and: Tools - Remove Unused IDs.
Before reinstalling perform clean installation via the tools tab in Mod Installer. This will wipe out all your mods and possibly the cause of the lack of character select screen.
OR if you'd prefer to not reinstall, you can do the Mod Installer thing and (if present) remove "data" folder from Xeno2 root directory.

Clearing your mod installation will never cause this problem to happen. And save files are backed up by Steam Cloud.
Empty character select screens are usually caused by broken mod installations. Clearing said mod installation should fix it.

blank you mean that all the characters desappeared and you see lots of empty slots?
it happens when there's corrupted character file, you need to go to the xv2inis-> Tools-> Slot Editor and search for "locked character icons" delete them and you will see your characters again.
