Hi!
First and foremost I have no idea how to play as Non-CaC characters in the hub world (maybe if I had the files detailing the Conton City settings, but I don't know where they are), but to play as non-CaCs in the story missions:
1) Get XV2 Quest Importer created by Eternity
1.5) Inside the folder of the Quest Importer tool will be Vanilla Quests folder. Copy that somewhere easily reachable (your desktop for example) (Why copy? Because this way you will have a backup in Eternity's files just in case something doesn't work as intended and you need to start from scratch)
2) (This example will be about "Make way! Rookie time patroller here!" quest specifically but the same method works for all quests - Story or parallel) Inside Vanilla Quests folder, follow this path: Vanilla quests\Quest\TPQ STORY\CTP_00_01 ("TPQ Story" will be named "TPQ" in your folder, I have just added "Story" to the name to make it easier to navigate)
3) Using Notepad++ (can be downloaded from Notepad's official webpage) open a file called "chars" (suffix = x2qs)
4) On row 4 you will see " char: "HUM" ". Rewrite "HUM" to the ID of a character you want to play as (Character IDs are here: [xenoversemods →]

4.5) Lets say you want to play as Towa. Her ID is "TOW". You write that ID where "HUM" is currently placed on row 4 (KEEP THE QUOTE MARKS)
*) You can also rewrite the IDs of other characters and they should change accordingly. I have not tested this though.
5) On row 10 - "level: 1"; you should rewrite this number to a level you want to be. (Min - Max = 1 - 99). Usually the level gets overwritten by the current level of your CaC but since you are not using your CaC but a different character altogether, that "level: 1" would be accepted. (Note: There is a way to have the game copy your stats even if you don't use your Avatar but I don't know how to do it)
6) Rewrite your health in the same way as your level since this also doesn't get copied from your CaC. Every 1000 HP = 1 full health bar (for example 6000 HP = 6 health bars). Just in case write your HP in this fashion: level: [number].0. If you don't write the ".0" at the end the game MIGHT glitch out. Better to be safe than sorry
Edit: Nevermind, I was wrong. Health gets calculated based on the level that you set / is copied from your CaC. (Unless you manually set it to something else that is)
7) Rewrite your supers and ultimates and so on with the ID of attacks that you want to use (Skills IDs are here: [this forum →]

8) Save the file (Use encoding "UTF-8". This should be set in the Notepad++ by default but just in case look at the Encoding tab in the upper menu of Notepad++)
9) Open the Quest Importer and navigate to: Main Quests → [Find the name of the quest you were just editting]
10) Right click on said quest → Import → Navigate to wherever you stored your modified file (Note: The Quest Importer requires the entire Folder to be selected. You do this by either just selecting the folder via once clicking on it and then pressing "Select Folder" OR by entering the folder itself via double-clicking it and then pressing "Select Folder")
11) If there are no issues, the tool will give you a positive message about importing the quest and said quest now replaces the original you had in the game. If there were issues, the tool is very descriptive about what is the issue so you can fix it accordingly (Eternity is doing divine work indeed)
Finishing words: Any transformation you have equipped on your CaC (as well as the type of ki blast (homing/bomb/...)) at the moment of starting the quest will carry over to the character you swapped for your own CaC. I do not know how to prevent this from happening. You can use the transforms on the New characters but if they don't have them originally in their own skillset, that means they most likely don't have a color pallete defined for transformations and therefore their textures will glitch out, copying whatever is nearby ([postimage.org →]
example). They can also remain frozen in the last animation they had. They can still attack and stuff upon your input but on their own they will have no "casual/bored" animations.
