All edits in Budokai Tenkaichi 3 are in Hexadecimal format, but you have some tools for make editions much easy. With 3D Model builder you can extract and swap 3d model parts of diferent charas in game, change the battle Huds, Shadows, swap colours and textures (only in game textures you cant edit news) also you can do more edits like swap Skills and diferent values of charas. The program its only in Spanish but you can use easy.
in the first page we can edit and swap model blocks and individual model parts, also you can see the offsets and model ids (this helps you if yoy like edit in HEX) in the screen you can see the goku model open in 3d builder. The block of the left are the model parts, you can erase or swap model parts also you can modify the X Y Z axys bones for addapt the new parts, for this the best its use with Cheat Engine, for see in game the results. The model structure are similar in most of charas, starting like this order ( you can see the order looking the model ids, erasing model or testing in game)

The models in budokai tenkaichi 3 have a extra faces for some attacks and animations , these faces can swap in this block:
The QRS are the textures and colour palettes of the charas, in this block you can export, import and edit (but textures you can use only ingame textures, you cant edit news here) The QRS have a shadows, this shadows can swap for add extra colours like super saiyan.
The Huds are the image that show you chara in the life and Ki Bar, you can extract and import the huds in this block:
Also you can edit in this block all skill parameters for the charas, be carefull when you edit because you can have a lot of buggs:
The skills have a colours and animations effects, so you can edit too in the next block:
