Upon launching xv2ins, or any other of the xv2 related programs, when I select the mxmlc.exe and press okay I get the error "bool__cdecl CharaListFile::Load(const unsigned char*,unsigned__int(64): Parse error, parser ended at state 0". Followed by the error "IntCharaList failed".

The error has been observed when, for whatever reasons, the file c:\Users\[Username]\AppData\Roaming\XV2INS\CharaListV3.as is 0 bytes. That file holds the slots info for the installer. You'll have to delete it for the installer to create a default one. By doing this, you will lose the slots information (and you'll have to reinstall mods to make them appear again). But since anyway, the file is empty, that information is already lost anyway.

Even if you get that problem, the installer should give you the option to clear the installation. Which is what you must do, you can't play the game version 1.09 with files from 1.08 (this is something that people has such a hard time understanding...)
In fact, that error is normal to happen the first time you init Xv2 Installer 2.0+ while still having a data folder from game version 1.08 or lower. It happens due to a small change in the slots format (in concrete, with dlc constants), but the installer should still be able to give you the option to clear the installation.
That said, if you don't have game version 1.09, the error will also happen because the installer will fail to load original slots data from the file data/system/chara_select_table.cst, which is a file added to the game in version 1.09. The installer does a check of game exe version, but the check happens after the load of initial files, so you'd first see the InitCharaList error before seeing the game version mismatch error.
